At least on the Android version, the balloon anchor point is off screen whrn starting. It took me hours to get it, with all vehicles just crashing through flags (which I don't personally count even if the game does). Decided to look how other people did it since mobile doesn't show anyone else's bridges....and BAM, there's a balloon! The level is so much easier once you know that. The people's who ported to mobile made some pretty bad choices on a lot of levels.
