Just press C in any vehicle and you will have 3rd person view. It's locked and you can't move it around tho.

@@TheYopiRampage i know how to use it. Basically the new update shows sniper scopes sight has line on each side, use those lines and try to line it up with a player who's running far away and shoot it when the time the player lined perfectly with those lines on the sight
