great video! I think generally in most of the games, the number of cities that you got is very important to choose between border growth or population growth : if you have less cities than opponent, border growth is often a good way to reduce the space disadvantage, while if you have more cities than opponent, rushing giant to create a big snowball is often the play (like in the game from chris)

Yes. As with all things Polytopia, it depends on many factors - cities, resources, map type, etc

It was not shown in the video, but border growth can be strategically useful to destroy algae created by Cymanti or bridges after your turn.
