I know that both Pope Paul VI and JPII both considered stepping down but did not follow through. Benedict is still alive as of this writing but very frail, modern medicine can keep you alive but it does not give you the stamnia to carry the weight of the Petrine office.

During JPII's reign, Bennie was head of the office for the Defense of the Faith or something like that--formerly known as the Inquisition. He was the one who was supposed to deal with the abuse cases. He didn't. Cardinal Law, of Boston, one of the worst offenders in that he turned a blind eye to abuses and even protected abusers, lived out his days in Rome.

Ratzinger was never cut out for this position. He is an academic. All head and no heart. He was not a people person. No time spent as a parish priest. Not pastoral at all. He thought he would come in and be the champion of conservatives and swing the church back to the right. These are all false lies, Benedict XVI was in fact one of the most "cut out" for the position. He had been ordained in the 1950s, was a prominent guy during the Second Vatican Council, was made Archbishop of Munich and Freising and a Cardinal of the Church in the 1970s, spent 2 decades heading the Congregation for the Doctrine of the Faith. He was very humble and wanted to resign even before becoming Pope, but John Paul II refused. He was a very pastoral Pope and wrote 3 encyclicals focusing on the theological virtues and social justice. As pope he noticeably attacked the sexual abuse crisis in the church, sacking hundreds of priests, and this was one of the first things he did from getting elected to "remove the filth" as he put it. His resignation just again shows his extraordinary humility as he was able to bring himself down from being in the highest and most supreme office in the church, to being an ordinary retired prelate living in a monastery.
