PJ and some other kids (a lot) are born like this, especially Ink's kids. (Palette is born similarly, and most of the Inkmare kids too, I think... or they are really active in the world where they date). But, you also have case like Gradient, who in canon... was created by a scientist by mixing their magic. So, even when not in the middle of fighting, there are people willing to do the magic mixing for them XD (on this note, I found also one Inkmare kid born like this)
