Glad you asked; it's a feature called "Speedbreaker". If you go to "Options, Gameplay, Controls, you'll see it listed there. I have it set to left Alt, with the nitro being the spacebar. This way, my "speed up" and "slow down" options are right next to each other.

The speedbreaker is very handy when you're trying to aim for a specific spot in a roadblock, or when making tight U-turns at high speed while being chased.

If you watch my other videos, you'll see that I use the speedbreaker in almost all of the roadblocks, and then look backwards to see what's happening behind me.

For tuning, all these cars are completely maxed out/fully upgraded. Usually that would be Level 3 or 4 nitrous, brakes, tires, engine, etc. Whatever is the highest level performance part, is what is put on the car.
