I‘ll propably ruin everyone‘s view of the ending, but: If GLaDOS actually released Chell into the world, she‘d propably die to the hands of the combine or Xen wildlife, as people say it takes place after the Combine-Invasion of earth (the 7-Hour-War). If the combine found her, it might lead to them invading Aperture and trying to find the Borealis. So in conclusion: Chell staying inside the facility is the best option.
