The CMV-22 wasn't a thing when the F-35B and F-35C entered service with the US Navy, so from the start, the Navy knew they couldn't transport engines using COD aircraft. Still they didn't (a) require the F-35 to be built with engines that would fit inside a C-2, (b) order enough engines that they could have sufficient spares stowed in the carriers when they left port, or (c) order a version of the C-2 with a larger cargo compartment. How is that not criminal negligence?

When buying an expensive piece of engineering, one needs to ask the Seller, what is the demonstrated, or in the F35's case calculated, "Up Time" ??? Then you next ask the Seller what are the modes of failure ??? Until one has acceptable aswers to those questions, you DO NOT sign the contract. Cost of the F35 is quoted as $150 - $ 200 MILLION USD each. However as its "Service availability" is 48% then you can effectively double that to $300 to $400 MILLION USD each, as you are going to need twice as many to ensure close to 100% Service availability or "Up Time". Then you are going to need twice as many aircraft carriers, pilots, maintenance personnel etc., etc. to maintain them. Maybe the USA should be buying military jets made by Toyota, as they have a track record of in service reliability and "up time"
