I know the writer (Bob Ferguson) always said this fictional, that he got the name by passing a highway sign for Carroll County, TN. But it seems strange that the most famous person to come out of that low-population county was longtime congressman, two-time Tennessee Gov. Gordon Browning (1937-39, 1949-53).
