Summer, mid-90s a hot day. It was after business hours. I remember walking on the historic medieval cobblestones of The Netherlands' poshest shopping street (Stokstraat Maastricht). Someone in an apartment above the ultra-expensive shops had opened a window and played this song. With the vol. on max.
