A sleepy Portland City Council meeting briefly turned tempestuous this week after Mayor Ted Wheeler and City Commissioner Rene Gonzalez fumed over a suggestion that their decision to pause or decrease a series of fee and rate increases had perpetuated “white supremacist culture.”
