The title made me think I finally found tips for someone who has slim arms. Especially since the presenter has slim arms. If my arms are too skeletal, should I just do the don'ts or follow the tips for men? I often just keep them against my body to make them appear bigger

Yes, basically you’d do the opposite. Keeping your arms close to your body. Or crossing your arms and pushing your hands against your biceps to flesh them out. I’d also suggest keeping your arms bent at the elbow if possible.
