I found great use of Liang's Reinforced Materials promotion in my latest game with Pachacuti. I had a city within a ring of mountains and 4 volcanoes, one of which being Mt. Vesuvius, and boy did that city thrive. I got the full benefit of all the fertilization with none of the negatives of molten lava melting my city every other turn.

Reinforced materials strikes me as most useful for volcanoes. Like rivers, you know where they will hit, but there's no dam or similar way to mitigate them normally. Especially with the natural wonder volcanos, you could probably get good use of Liang with that promotion in a single volcano city that you can also build up to be your tall city with all the districts.

I find you can avoid most of the damage by not placing districts around the volcano and making sure your city is not directly adjacent to it. 2 tiles away, your city will very rarely be affected unless it's like "megacolossal eruption"

Liang's Reinforced Materials I think was designed with volcanos in mind, since it is probably the most consistent (from the looks of it) locational disaster. It seems like it would be a top tier promotion if you had a city near one of the volcano natural wonders in particular. I think that the changes have been altered somewhat to make some of the governors very synergistic in their trees and then some less synergistic and more situationally powerful/flexible. Pingala, Magnus, and Mokshaw are the synergistic victory-focused governors now. Liang, Reyna, and Amani are more situationally powerful offering alot of flexible options depending on what build you are aiming for. They also are more focused towards playing the map, e.g. where have you settled your most powerful cities and what kind of civ bonuses/wonders do you have? Victor and Ibrahim are kind of separate imo, while they do lend themselves towards domination victories I feel like their greatest strengths are in their defensive options. These are the governors you want early if you are behind and in danger.

Something I love with Reyna is also just the production a city can get with her due to that first left promotion. 2 or 3 resources, the city, commercial hub and yellow card that gives another 100% adjecency is just so much production for a coastal city.

I've almost not looked at any of the other governors seriously, before watching this video, than Magnus and Liang. Because those two are so obviously great that its hard to say no to making those the first you spec into. Magnus for his INSANE "settlers dont cost pop" and the extra growth from trade routes (set a trade route for your new cities back to the capital to let them get a boost until 4 pop or so). And Liang for her INCREDIBLE bonus to district production and builder charge earlygame (before those civics unlock). The third one i usually spec into is Pingala and put 3 point into him for the full Science and Culture buffs, place him in my biggest city and just afk-enjoy the bonuses roll on in. But i really appreciated this video, it brought many things to light that i didnt even check out seriously before. Civ is a game that just keeps on giving and becoming more complex and deep, even hundreds of hours in i havent checked all governors yet.

Ibrahim is insane. I steamrolled a domination victory before the Industrial Era as the Ottomans because of Head Falconer and Serakser. He's like Victor, except good. I don't care for his later promotions as it's easily counteracted by an enemy dropping one of their own governors to replace him, but the first two promotions coupled with crusade can cause you to one shot cities with Janissaries.

Great Video per usual. Adding my 2 cents. IMO you’ve always undervalued Lian’s Aquaculture. Allows for +4f/+1g tiles in Classical Era. Monumentality dedication and open coastal areas = rapid expansion and growth. And I always fully promote her by late game tourism victory to set up my seaside resorts with plenty of parks which also provide amenities to help with the expansion. But your sit and produce workers strategy is spot on now. Amani, another strategy for her is to grab first suzeranities for era score. Meet a city state first then send her and pop the score. I’ve watched many games where you were desperately looking for one or two points nearing the end of en era. Another tool. Also, she should synergize very well with Hungary. Drop her in, seize suzerainty next to a victim and levy their army. Victor, good analysis, but think you missed on Embrasure promotion not being useful when moving him a lot. If able to buy (gold or faith) units, allows for better defenses garrison in newly conquered cities.

That thumbnail is a pretty accurate description of my own thoughts tbh. Magnus wasn't really nerfed - Pingala just got super buffed. Victor got a buff, especially considering how strategic resources act as a nerf towards early war (20 iron per swordsman is huge). Bonus loyalty for dark ages, and potentially 50% more resources means Victor has a much better reward for investing promotions towards him. Extra exp towards units made in your unit factory, and the option to pursue nuclear shenanigans mean he'll still be useful outside of early war as well. Air defense still sucks, but at least it's only a tier 3. Amani... i dunno, she still is really dependent on whatever city states are available. Free envoys are still what I look for when choosing her, though moving affluence towards a tier 1 promotion does make her more viable. The extra resources, however, seems to be a rather large increase to resources. Still dependent on map rng, and is a tier 2 instead of Victor's tier 1, but it's an option to go for. Emissary is still useless, and a counter to spies seems a little counter intuitive for Amani's main shtick of being placed in city states - unless the ai got changed to want to place spies in city states, now. I have to be honest, I never once chose Moksha in a game outside of grabbing all 8 for the achievement / era score. That said, he doesn't look too bad once you get over his tier 1 promotions. All of his tier 2 and 3 promotions are very good for faith strategies, and can turn a centralized production into a decentralized purchasing strategy. Considering the extra hump to get over, you're definitely going to want to build Casa. Magnus still does what he does best - early growth. Chops do have a long-term penalty, but who cares about that when you're still trying to get out your core cities? Provisions wasn't really nerfed - you're going to be grabbing this for the settlers anyways, who cares about 20% production towards workshops/factories. Surplus logistics is a little counter intuitive, but in the long term this does mean you can grow multiple cities faster with domestic routes rather than babysit a single city at a time. I normally skip black market, but considering your game the extra resources are going to be much more important - much like how Victor also generates resources to support an early war, Magnus can double as a way to quickly militarize. Industrialist is kinda hard to say, since idk just how powerful your powered cities can be. The extra 25% efficiency in a single city's power doesn't sound too good, though I guess I gotta wait and see how disastrous the global warming system is going to be for myself. The extra production is also kindy iffy - +2 really isn't that good. Vertical integration is still kinda underwhelming, too. Liang was always an underwhelming governor for me, always being dependent on how good your coastal cities can be, but now she _makes_ those cities good. Moving the district buff down to a tier 1 is great for some quick infrastructure, and who really remembers the bonus to city center buildings anyways. Aquaculture was never really appealing either, just being a diet Kampung, but now having it be a source of production is really strong. Reinforced materials sounds situational, but can work if you want some of your core cities around volcanoes and the like (can you still get pop loss?). The rework to waterworks is also a little iffy, mostly because of how lategame this is. P&R got buffed too, giing you a little extra lategame tourism, but it's still rather eh all things considered. Liang still has a strong niche for coastal cities, but now she can still act as a general bonus towards infrastructure / tourism. Pingala's new tier 1 promotions are what makes him so good now. Early sources of science/culture are what makes Autocracy a good government, and Pingala can easily double that bonus. Another nice things about Pingala is how his new abilities means he's always going to want to be placed in a single city for all game - fitting into both a tourism and science victory. Reyna looks about as eh as ever, though her early sources of gold can help a struggling gpt. Merging the trade route bonus to her innate ability is still rather mediocre. Now, you can get not one, but two bad promotions, all for the price of one! Harbormaster is still really dependent on you building both districts, which really isn't worth it imo. The new forestry promotion is interesting though, mostly because of the comparison between production and gold. Lumber mills are still going to be more efficient, even when not along a river, but forestry can both save you the trouble of building mills and also let you effectively convert that +1 production into a global +0.5 production. Take that as you will. Tax Collector is still a good early source of gold, and contractor is still useful for when you're lacking in production, nothing new there. Renewable subsidizer actually sounds pretty strong when you consider it makes around twice as much power, but it really does suffer from the inability to move this power to other cities.

Victor's Embrasure sounds absolutely amazing for a Theocracy Domination game where you are using faith to purchase units--I'm assuming you can still do that in GS--you'll be able to get units that are both strong, and also start close to the front lines. Or, you could park him in a city with a lot of strategic resources and encampment buildings, and faith purchase everything from there. Either way, Embrasure took him from "meh" to "BFF" in one fell swoop.

Something to note on Liang, I feel like reinforced materials will have top value when you knowingly settle near an active volcano. You know it will erupt, you know it will damage your tiles. Take RM and reap the over effect benefits without having to deal with the damage.

25:33 - Maori are still able to chop woods. They cannot HARVEST resources, so Wheat/Rice/Stone/Deer/Cattle/etc are permanent and thus cannot be removed or built upon.

I feel they could make growing tall a significant strat if they changed pingalas first two promotions into aura abilities which have a range of 6 or so this would mean building tall would gain more benefit from this ability than building wide allowing a small cluster of 20 pop civs to give a Viv a dramatic science or culture bonus making civs like the Incas and the cree viable culture and science civs. What do you think

Kinda interested in that one-city slightly later city spam strat. The best way I could see it working out would be to play Rome for Trajan's Column. Rush out early game builders to optimise your production/growth. Rush to State Workforce and build your plaza ASAP which gives you your first two governors which you use for Pingala+Connoisseur boosting your culture up to the point where getting the rest of the techs to Political Philosophy should be easy at which point you invest in Magnus and finish your Ancestral Hall to get Provisions and start spamming settlers. I wonder what time you could actually accomplish this by though. I feel like even fully optimising you might be a bit slow to start getting settlers out and still lose too much land to the AI on higher difficulties. This is all before mentioning that you're not going to get a ton of military units trying to do this, so you'll be fairly passive. It'd still be a crazy efficient and optimised way to play though. Seems like something I'd like to try at least once post the expansion release.

I was watching someone play Mali and their early cities grew very fast due to the +food from adjacent desert. Seems like Pingala would work especially well with that early game.

I don't know, sometimes I start with either Amani (for a quick suzeranship), Moksha (to quickly get on my way to faith purchasing districts), Magnus (for the chops AND the settler training ability), Pingala (for the culture than GREAT PEOPLE), or Reyna (for the purchasing districts) it's pretty different game to game. I even recruit Liang rather early for the builder charge when I can. Damn you Firaxis and your awesome governors!

What I really want to know is the spawn rate of strategic resources. Because in rise and fall I felt like you'd be lucky to have more than 1 of each resource. And with it being changed so its even more important now, if the spawn rate remains the same..you'd be really hindered or a passive playstyle would become really difficult due to the lack of tools to defend urself with and you'd have to attack a city to get it (besides city states but thats not even a guaranteed way of keeping it)

You can get decent value out of on the move Embrasure if you have Grand Master's chapel, faith purchase a unit for quick reinforcements and have it start with a free promotion.

What I was thinking the good thing about Local Informants would be if you have her in a city state, it wakes it much harder for your enemies to "Fabricate Scandal" and get rid of your Envoys. Which, with her doubling envoys means massive amounts of envoys that they can't do much about.

technique if you're not getting a Religious Victory: if you have one Holy Site (could be from a City you conquered or something), you can get a shit load of Apostles and spread a Religion that's not wining into cities following the wining Religion. don't do it too much, you don't want the other person to win. not like you have anything better to do with your Faith anyways. if you're Kongo this is extra easy.

Does Reinforced Materials work for say Volcano eruptions? Could let you settle in an area others might not consider, that's only going to get more tile yields as the game goes on. Also Amani's left tree seems half biased towards big (i.e. old, core) and edge (i.e. new, small) cities Does Ibrahim get booted from a city if you declare war on its owner? Does he stop the city's owner moving any other governor in there? Does the 2nd 1st level ability include anyone at war with you, attacking your districts? E: Nobody has time to do your timestamping for you lmao

What does the +2 appeal mean for Liang? Is it just +2 appeal for the tile the city park is on, is it +2 appeal for adjacent tiles, or is it +2 appeal for every tile the city owns? If it is the first it seems completely worthless, but it could be powerful in a culture game if it is either of the latter 2 as it would let you construct good tourism-y seaside resorts and national parks throughout your empire. If you have a lot of coastal cities and you move Liang around to put city parks in each, you could get some good tourism going.

Curious about your take on changes to existing civs. Teddy Roosevelt looks like he got quite a buff that could amount to 1,500+ diplo points over a full game (starting very early on once first government founded), particularly with Potala or Forbidden Palace wonders. I don’t have much context or experience compared to you though-would be curious to hear your take on Teddy, and any other existing civs that changed.

I think Khmer is the best option for a warrior monk dom game. Domreys come in the medieval era, which is also the warrior monk’s era. Should be pretty good with Domreys tearing down walls and warrior monks taking cities EDIT: I meant Khmer, but typed Chandragupta

Lord Parbr Domreys are a Khmer Jayavarman unique unit. The Indian Varu aren’t as good at siege but both Civ’s are pretty bad either way 😂 it would be easier going for a flat out better Civ like Spain who will have a bonus to combat strengths based on differing enemy religion

Lord Parbr Warrior monks can get 60 base combat strength and 4 movement... and that doesn’t involve selecting their fairly useless religion spread ability. Sorry to hit you with some facts you clearly didn’t know, but both Khmer and India ARE bad. They are 2 of the lowest tier civs in the game and their bonuses for success even in a strong religious game are weak in comparison to most other religious (and even non-religious) civs like Poland, Arabia and, obviously, Spain. Most non-religion dependant civs with adjacency bonuses to holy site districts outclass the Khmer. These include The Netherlands, Japan, Brazil, Australia; and probably the highest tier religious Civ in the game, Russia.

Lord Parbr True, not always, but Khmer and India ARE currently very bad civs. Should you want to know why Khmer are bad, read ahead. If not TLDR, everything they do is bad and most other civs do their “unique” bonuses better. Australia (not even considered a strong religious Civ) can do *everything* better than Khmer and they have multiple extra bonuses stacked on for free. The only good thing Khmer has going for it is that you get +1 housing for holy sites adjacent to rivers.... literally that is their 1 good perk. India get +1 housing for every step well and they are still considered bottom tier, that is how bad Khmer are. Australia get a base of +3 housing just for settling on coast. Khmer’s aqueduct isn’t a unique district so you are paying for a full priced aqueduct to get +3 faith and an amenity... terrible. That +3 faith can be got as an adjacency in the other better civs. Australia get a base +3 adjacency for holy sites on tiles with an appeal of breathtaking (which are most tiles adjacent to woods/mountains) which stack with the base adjacency bonuses. Easily +5/+6 adjacencies for Australian holy sites and Khmer have to build an aqueduct for it... Khmer’s +2 food on aqueduct adjacent farms is also useless because cities are limited by housing in Civ VI, not by food. You can only get a max of +10 food from farm adjacency per city, which is ok, but why do you need that much food with your sad bonus +1 housing. I think Firaxis are making a joke here. Finally, their missionaries giving relics is bad because you have to lose pressure in cities through losses in theological combat to get them. You could take the monastic isolation faith doctrine and just kamikaze your missionaries but you waste a founder belief and you will rapidly run out of relic slots. Khmer is BAD.
