I just got signed to a new agency. 2 weeks ago. They sent me a list of photographers that I may want to test with. I chose my photographer., They wanna charge me 600 USD i don't know if this is normal.

Yes that's well within the range for acceptable test shoot rates. Ideally you can reach out to a number of their photographers and get their rate and deliverables and then compare and contrast based on how much you get for the price as well as the quality of the photographer. In my experience you can expect anything from $250-$1000
