I do know one thing...If I had that much yard waste out front of my house like that I would have at the very least been out there with some water, cash, or I would have been out there helping throw.

If the residents put them out ripped, or overloaded.. Yeah. Sometimes I would stick a tag on it before leaving. lol

if the bag rips on their driveway/lawn it stays there. Not my problem if homeowners want to fill their bags with dirt or let them sit outside for a week before collection day.
