Scarborough Shoal is a high- tide elevation feature and under UNCLOS it is entitled to a 12- mile sovereign area for the country that has control over it. It is within the Philippines 200- mile EEZ, which is about sovereign rights to resources, but not sovereignty. China's s claim is on the basis of historical rights for its 9- dash line, which solid historical evidence, such as it's part of navigation maps, known in Cinese as Genglubu, which has existed for hundreds of years. Mr. Powell fails to mention that it is common practice for trespassers of sovereign water to be detained. I have actually seen Vietnamese fishermen detained for trespassing Philippine territory. Mr. Powell' s insinuations that detained Filipinos will be used as hostages or bargaining chips is nonsense and propagandistic malice against China.

Everytime China makes a radio call on the Filipino ships and others, to leave the area immediately, only show china is not the real owner. Why?
