Hecate is not more powerful than the presence, she represents the unconcious of the multiverse, the upside down man is her equal and oposite and it is stated that his powers comes from the SOURCE, since he is her equal and oposite this would require her power to come from the source as well. perpetua and the other hands manipulate the seven forces of the universe of which the collective unconcious is part of. so Hecate's power is literally an aspect of the seven powers of the universe. the Hands work for the Presence.
