ALL() returns a table e.g All(Table[Column]) will return a table of 1 column with all distinct values of Table[Column], whereas REMOVEFILTER() is only used to remove the already available filter context from that column, the most important thing is, this Function can only be used inside CALCULATE() or CALCULATETABLE(). If you have a very large model you would see the performance difference between using ALL and REMOVEFILTER.. it is very easy to understand as by the name and definition itself that which one would be efficient, but NO they are not same.
