Definitely PSE has poor management team to design and plan the power line system. Then no plan for any emergency situation like this. Other states has experienced high wind speed has no such human made diseaster.

Coastal PacNW has 100'-200' conifer trees next to power lines that other regions don't have; tree trimmers can't really do much to avoid tree damage. On top of that, rainy weather leads to muddy soil layer, and concrete-like glacial deposits near the surface means roots often can't penetrate deeply into the ground, so they are easy to knock over in the wind. It's not an easy problem.
