That's probably because volleyball is still a developing sport in Mexico unlike other countries where it's been popular for years ??? Just a thought. Also, look at the pan-american olympics of the caribbean from 2018-19. Mexico first place and third also. They were in first last year and fell behind the US in second place until Brazil took the second and finally ended in third above Canada. Which means they are catching up fast.
