Why does it lag so much only when I play Tekken 6 multiplayer with my brother. It usually runs on 60fps consistently with skip buffers effect on.

That is something called delay try keeping the phones close to each other and also close all other apps while playing that will help

Some games are friendly with frameskipping giving them more speed

Because your fps are low. Low fps = slow game motion. If you enable frame skipping you gain speed because the emulator stops rendering some frames. Games normally skip frames when the performance is low but emulators render the hz (screen updates) as frames.

You have to have frameskip/auto frameskip turned off first then it will allow you to change 60 HZ
