Almost always you can define zero effective stiffness for viscous dampers. Some engineers prefer define a very small value instead zero (0.1 kN/mm in this example) to account for limited compressibility of the fluid and other connection elements. There would be no difference in the results. So you can use either zero or a very small value as the effective stiffness of viscous dampers. Note that effective stiffness and effective damping are used only for linear analysis.
