हमारे देश में सरकारी नौकरी की तैयारी करने वाले छात्र बहुत है और ईमानदारी से काम भी करना चाहते है। हमारे देश की दिक्कत ये है कि जो भी सरकारी नौकरी पा जाता है उसको 65 साल के पहले हटाना बहुत ही मुश्किल है चाहे वह जितना भी बड़ा चोर भ्रष्टाचारी हो या फिर side entry से सरकारी नौकरी पाया हो। इसका समाधान यह है कि सभी सरकारी कर्मचारियों का हर 5 साल में एक test होना चाहिए और जो test में पास ना हो उसे सीधे नौकरी से बाहर कर देना चाहिए। खाली हुई सीटों पर नए अभ्यर्थियों के लिए vacancy निकाल देना चाहिए और नई भर्ती होनी चाहिए।

मैं जब छोटा था तो सरकारी स्कूल में पढ़ता था। पढ़ाई की अच्छी व्यवस्था थी। आज जब तीस साल बाद उसी स्कूल में गया तो देखा स्कूल के सारे कमरे बंद। सारे शिक्षक ऑफिस में गप्पे हाँक रहे है। पास में हीं एक प्राइवेट स्कूल खुल गया है। सारे बच्चे वहीं पढ़ रहे हैं, और वो भी बहुत ज्यादा स्कूल फी देकर। हमारे देश में शिक्षण व्यवस्था ऐसी क्यों हो गई है ? कैसे शिक्षा के नाम पे कोचिंग का व्यापार शुरू हो गया ? मेडिकल और इंजीनियरिंग कॉलेज में दाखिले के नाम पर लाखों की डोनेशन फी क्यों दी जा रही है? कोटा जैसे शहर कोचिंग माफिया के केद्र के रूप में उभरे हैं। शिक्षा माफिया की पहुँच से दिल्ली भी दूर नहीं । सुपर 30 फिल्म शिक्षा माफिया के मकड़जाल को सही तरीके से परिलक्षित करती है । क्या ये सही मामले में जनतंत्र है? सरकार शिक्संषण की व्वियवस्धाथा अपने हाथ में क्नयों नहीं लेती ? क्यों आम आदमी को उचित शिक्षण के लिए निजी स्कूल संस्थानों की तरफ देखना पड़ रहा है ? संविधान की रचना क्या इसी शैक्षणिक विषमता के लिए की गई थी ? कहने को तो देश में जनतंत्र है , पर क्या वास्तव में जनतंत्र है ? सच्चाई तो यह है कि हमारे देश मे शिक्षण व्यवस्था में धन तंत्र चल रहा है। भारतीय संविधान मे शिक्षा का समानता का अधिकार कहाँ गया? शैक्षणिक समानता केवल किताबों की बातें कब क्यों और कैसे हो गई ? क्या भारत के पीछे रहने में इस शैक्षणिक विषमता का कोई योगदान है ? यदि है तो वो क्या है ? कोई भी केन्द्रीय सरकार इसपर ध्यान क्यों नहीं दे पाई ? कोई भी सरकार शैक्षणिक समानता को सही तरीके से लागू क्यों नहीं कर पाई ? यदि हमारे देश में शैक्षणिक समानता सही तरीके से लागू हो तो इसके क्या परिणाम हो सकते हैं । मुझे लगता है प्रधानमंत्री 2 में इस मुद्दे को भी उठाने की जरूरत है ।
