I honestly think like sleep should be 3 turns max when you use spore because of its accuracy

That'd require a readjustment of *all* sleep-inducing moves, then...where would the breakpoints be in that case? Sleep Powder has 75 Acc, Dark Void is 90, while things like Sing and Grasswhistle are 55...and Rest (which is effectively 100 Acc) would be argued by some. There are enough ways to avoid/reduce the efficacy of Sleep as it is, since Electric Terrain is more common and Grass types are unaffected by Spore (and other powder-based moves), while also being fairly common on teams...and there are also the very occasional Early Birds. The Sleep Clause is also there to neuter sleep-based shenanigans...which is why you rarely lead with your wincon.
