Sir please don't call this is a punishment.. it's their duty to sign attendance register every day before 15 minutes of their office time (as all the staff should normally do).. all these days they didn't follow this duty. Now they are directed to follow. If they don't follow, their salary for that day should be deducted & if such instances are found for more than 3 times, they must be charge sheeted & suspended... when "no work no pay" is implemented against them, only then it can be called as punishment...
