Мне кажется, что синонимы. Но,к примеру, говорят special offer и не говорят special suggestion ("особое предложение")

1) Claire went to the Avenue des Champs-Elysees, which lead to the Arc de Triomphle. 2) Claire was hard to believe that someone lives there and sees this beauty every day. 3) I like to wake up and have breakfast in silence, so I am afraid that I will be nervous because of the commotion outside the window if it faces the Champs Elysées avenue. 4) Claire had a long terrible trip as well as jet lag.

Смотрите, если у нас инверсия, то есть сначала тип постройки (авеню), а потом предлог of, потом название, то the надо. Если порядок стандартный (как в вопросе было), то the не нужно

грамматика - самое сложное. не самое простое - как научиться понимать носителя языка, если не катаешься за границу и не общаешься (они же строчат не литературным, а разговорным со сленгом, проглатывая кучу букв и слов)
