I'm willing to bet that the evasive insurgents put down their arms and survived the complete encirclement from the entire tank army too.

Great job. You had one zone stabilised by November 2005, and I can't seem to get even one by 2007. The insurgents are a pain in the ass, but not at all the hardest part of the scenario. I just can't get the support hugh enough!
