I think this game really is Metropolis. The central tower is Joh Fredersen's Tower of Babel. The AI looks like Maria. And there's also the whole "The mediator between head and hands must be the heart" vibe going on

It just caused more cars to come on the Road, leading to the same traffic jams, AND Made it harder to cross the flads in a lot of places! The real solution is more public transport, wich in this case is planes! Or perhaps undergrund root-tunnels, though i am afraid that its car-tunnels!

The elite seems to be the Rich, and the new-age aristokrats, whereabouts the buinessess seems to be the companies and Stock-trading bros!
