following the order of operations, shouldn't we flip the z^-2 to the numerator BEFORE multiplying by the exponent?

You will get the same answer either way, so you can choose to first change the sign of the exponent of a term and move it from the denominator to the numerator or vice versa before multiplying exponents, or multiply the exponents first. Do it in whichever order you think is less confusing.

Does it matter which term you place a negative exponent on?

So was the placement of the negative exponent on B (at 4:00) in the example just to show how the function works or was there a deciding factor to place it?

Litemup Sorry for the confusion. The exponent of the variable b in the expression at 4:06 was changed to negative in order to show an example of an expression containing a term with a negative exponent. This new expression has no relation to the previous expression with all positive exponents. The choice of b was totally arbitrary. Any of the variables a, b, or c could have been given a negative exponent to create the example.
