Assalamualaikum, kindly review the section 6 that you have explained, and do compare it with the section 6 in the bare Act of KP and Punjab pre-emption Acts. Basically section 6 according to bare Act of KP or Punjab pre-emption Acts categorizes the superior claim to the right of pre-emption of pre-emptor as Shafi Sharik, shafi Khalit and Shafi Jar

Walekum salam. Exactly the bare act gives the sequence of first shafi sharik as he has a share in the same property and then shafi khalit though apparently he doesnt have any share but by virtue of easement its being created and then at the last of priority list we have the shafi jar who doesnt have any kind of share in the property but has adjacent property which could be affected as per the touch stone of "the doctrine of zarorat and zarar"! thus i stand corrected at "4:23.9" of the video. thank you
