You know this story almost by itself confirms that neither the U.S. or the Chinese dropped the bombs first. Since if the U.S had dropped the bombs then they would have already recovered the pistol and you wouldn't have found it instead, all the robots that had been sent in to accomplish the raid were still there awaiting their next orders. And had the Chinese dropped the bombs first then they wouldn't have just sent a prototype weapon to this office instead they would have kept it back in China to finish testing during the opening stages of the war. This means that some other party dropped the bombs first most likely meant to be some form of terrorist attack to trigger the Americans and Chinese to nuke each other or was meant to scare one or both sides into not fighting only to backfire.

And you are assuming that some military weapons project in the heart of your enemies nation wouldn't be known by the people that have the authority to launch a nuclear attack. Another thing that I will point out that points to some third party starting the war is the opening to fallout 4 in prewar America. When Codsworth calls the player and their spouse to watch the tv the reporter says "we are receiving confirmed reports of nuclear detonations" not launches just detonations, and when the sole survivor is waiting at the top of the vault and the bomb explodes in what is to become the glowing sea there is no missile trail, and we do know that the Chinese and Americans used missiles in the fallout universe due to the lonesome road DLC in fallout new vegas and the Chinese submarine you find in Fallout 4. If China was responsible and somehow smuggled in the bombs they used for the initial strike then again they would not have shipped a prototype military weapon to L.O.B for testing.

Fallout brotherhood is non-canon to the series it is not known who actually launched first it is never said in any canon lore. That said with so many AI running around it is highly likely that at least one of them launched the bombs or at least orchestrated their launch. Although I feel it is also very likely that another country would have started the war in order to get America and China to destroy each other so they could pick up the pieces though it seems to have backfired since more than just those two nations launched nukes at each other.
