Well after watching it for the first time I was sure that he is cheating just after reading ypur comment. But if you slow it down 0.25x you can clearly see that it's not without recoil and you can see guy behind bush + you can see bullet flying from bush so nothing special here.

The only thing remotely suspicious about that clip was randomly shooting 1 bullet at the wall. If you turn your volume up you can hear the guy in the tucked corner rotating and you can see and hear the other guy in the bush. He also has "no recoil" because he has higher leveled recoil control and assault rifle skill whilst using one of the lowest recoiling guns in the game.
