One doesnt turn 12, they "Close" 12 and begin 13, like wise one doesnt turn 24, they close 24 and begin 25.... at the end of the of year, you close that age.... and turn on the next age....secondly these rules do not work always, the layer you talk about is called "Justification" not prediction and a good predictive technic is devoid of classification of the whole chart.
