Head presentation is also called Vertex presentation.. This can be on the test, not just cephalic delivery.

Do you put a wet sterile dressing on the cord in a prolapsed cord?

Yes. You can put a dressing moistened with sterile saline on the cord. Depending on how much of the cord is protruding you may or may not have access because someone's fingers will be there keeping the baby’s head off the cord. We would also state that while the cord may be kept moist, the absolute priority is getting the baby’s head off the cord.

If during a nuchal cord you can cut the umbilical cord why can’t you do the same thing in a prolapsed cord presentation

once the cord is cut the baby won't get any more oxygen, that's not as big a problem if the head is already out like with a nuchal cord presentation because then you can just deliver the baby, but if only the cord is out, once you cut it, the baby will still be in the mother and now with no oxygen.
