Yes. Except English part but if you want to write in Bengali language you can't use any English word in the answer sheet.

Actually speaking there is no limit line or percentage or marks for qualifying preliminary examination but if there is number of candidate increases then the qualifying marks also increases but if you at least score 60% then possibility to crack prelims is higher than others. All the best.
