Not necessary to be in English or local dialect. This kind of parade is always in line with Uniform personnel.So Hindi is the appropriate here

Uniform personnel means Police or central forces and Anatongre Students' Union is a student body so probably it won't come under uniform personnel😂. ASU follows the similar pattern of how Parade Contingent is led during Events like Republic day/Any important Events@@amongdynast4051
