Wouldn’t a gelli plate do the same thing, or is it not smooth enough?

Oh yes, definitely could do with a gel plate-might release more easily, too. I did this with Saran wrap during the pandemic with my students when we went remote with zero supplies.

Can you use acrylics for this?

You could definitely use acrylics for a monotype, but I wouldn't let it dry. The watercolor can dry on the surface since it reactivates with water.
