I've read the rules before, and this video is as good as any other I've seen or the referee's course I've done - however, it's still not clear to me. Could you possible give examples of things for each category what they look like done well, and when done poorly. And in particular between the first two parts how they differ. For example, a sequence from poomsae that would score low on Speed and Power, but well on Rhythm and Tempo - and vice versa. It always feels like they're almost scoring the same thing.
