Click 'insert chart', 'Click insert map', 'click filled map', a world map will appear by default with a an excel spreadsheet, in the spreadsheet, delete the first column, type the states that you want to include and insert data (you can just enter 1 to make them appear). Not sure about districts - this may vary by country. There's a couple of different options with this, but it's a pretty cool feature.
