I think even the late former president habyarimana used to do the same thing if I may recall and believe me if it was to ask those cabinet members and army officers what they think about it. they will give you every deferent opinion and if I may recall call again the late kigyambiya idi amin dada of uganda was also doing the same thing. there is a lot of similarities between kagame and the latwe idi amin dada
