He looked like a good person in general but could not avoid hypocrisy in some instances - e.g. we can do what the Soviets must not and so on.

President Reagan delivered this speech just two months after learning about a secret crisis that happened in the Soviet Union that came frighteningly close to becoming a nuclear war (the 1983 Able Archer incident). This speech is marked departure from his “evil empire” less than a year earlier.
