Very true, everyone wants it that way. But our Constitution provides for the separation of powers and functions and the Legislature cannot execute projects like those done by CDF. It's a paradoxical situation that can be solved through amendment to the Constitution.

Counties thus far have received over 2 trillion but very little of services delivery can be felt in the counties. One of the biggest mistakes we made with devolution was not to have appropriate checks and balances to ensure county funds are being used for their intended purposes. Billions of county funds have been stolen, wasted and unaccounted for. One solution is to require all counties before they get their share of county funds that they produce an itemized account of every expenditure they intend to use the funds for. For example if some of the money is meant to build a road then the itemized list should indicate in detail the cost, the length of road and the name of the contractor. If the money is meant to pay salaries it should indicate who is being paid and how much. Other requirements: - The itemized account should have at least 60% of the funds going for development an itemized list will be required which projects and the cost plus names of contractors. -40 % for county operations like paying salaries and general operational costs. A list of all workers salaries and positions they hold should be listed this way the national govt can see whether the county is over stuffed or there are ghost workers. - In the itemized account they need to list all projects that are incomplete and their status whether they have been funded completely or not. This way the problem with pending bills does not get out of hand and ensures contractors are paid. -Before a new project can be started all pending bills need to be paid obviously cross checked by the auditor general to ensure they are legit payees. -Itemized accounts on development projects should be made public and posted on county website and on a county message board where folk in that county can see for themselves what the funds are meant to do for them for services delivery. personal itemized accounts like salaries will not be made public. Only itemized funds for development, completed and incompleted projects be made public County funds do not belong to the county they belong to all Kenyan tax payers. These funds are held in trust by the national govt on behalf of the people of Kenya. So as a tax payer from any part of the country i would like to know how my taxes are being utilized. In the USA, states receive funds from the federal govt. These funds come with strict conditions and detailed itemized accounts are required from states that apply for the funds. These funds are usually given to states for projects that states can not afford to fund from their budgets. like roads, ports, sewer systems, bridges, tunnels etc. These funds are usually in the millions or billions of dollars. No state would dare misappropriate these funds because the penalties of misuse of federal funds are no joke. Like wise in Kenya, the approach to counties receiving funds from the national govt should be given the same importance and due delligence.

There are several areas in govt that Ruto can achieve the 300b cuts. Foreign travel by politicians and govt officials. magafuli restricted govt officials and politicians from uneccessary govt travel only essential and saved the country 400million dollars in one financial year. If Kenya did the same the amount could be even more. And this goes for county officials who use county funds that could have been used for development. Another area the govt can save billions is in procurements; Government Procurement. The formal process through which official government agencies obtain goods and services, including construction services or public works. Am not sure how the govt procures its goods and services whether eact ministry or parastatal has its own procurement dept or there is just one office that does. Lets assume each ministry has its own procurement dept. If so, this should be discouraged. he govt only needs one procurement dept where all govt ministries and parastatals get their goods and services. This cuts down on corruption, inflation of goods and services and advantages is economies of scale reduces costs. For instance if i want to buy pens for all govt depts instead of each dept ordering 10,000 pens, if we had just one procurement dept ordering for all govt depst lets say 500,000 pens then that one procurement dept can get a bigger discount from the vendor because i am ordering 500,000 pens instead of 10,000. The govt can demand to buy pens below market price since they are buying wholesale.This can be done with all other goods like cars, furniture, office equipment. But who knows whether this is being done by corrupt procurement officers. 2. Having one procurement dept, you only have one price. For example, i dont know how much the ministry of health procurement dept is buying pens for compared to other minsitries. We do not know whether different ministries are buying the same product for a different price. One minsitry can be buying a pen for 40 shillings while another could be buying for sh80. And the market price could be sh20. So i bill my ministry inflated price and i keep the difference between market price and what i actually bought the pens for in my pocket. Extrapolate this with all other goods and services and the govt is literally losing billions. 3. Having one procurment dept is easeir to have a bidding for goods and services since everything the govt wants to buy or services needed is on one portal as opposed to evry minisitry having their own portal for bidding. 4. Also having one procurement dept is easier to get goods from one vendor lets say if the govt needs furniture, and the tender requires to purchase only locally made furniture from jua kali artisans then it is easier to trace the source that its actually furniture coming from jua kali artisans and this could be a big boost to the local economy 5. Basically follow the KEMSA model where all medicines are procured by one entity KEMSA. Yes i know kemsa has a bad name but dont blame the model blame the corrupt officials that are hired. But now KEMSA has reformed itself and even counties are now happy with the dept.
