That's a fair and reasonable observation---if OVP wants to replicate or duplicate a (stand alone) service that is already being provided (as mandated) by another office or agency, then it would seem like that THE OVP is establishing its own executive department which is distinct and separate from the already existing executive department headed by the elected president. *Hence, the proposed budget for that replicated or duplicated service becomes questionable and unreasonable.* The budget being requested to be set aside for that can serve the general public better if it were to be allocated towards a different program or service or office or agency.

I'm among the millions of Filipinos raised & educated in the Philippines then moved to a more progressive country after college. So I've had the chance to view the Philippines from afar and compare. *I'm happy & relieved to see that there are government officers and elected officials like these gentlemen who act professionally and think and answer objectively, reasonably and fairly with little "politicking" in between. This is what should be prevalent and predominant in governance and politics.* SO UNLIKE TRADITIONAL POLITICIANS or those who were mentored by traditional politicians. I hope this ushers in a new era in Philippine government and politics and eases out TRADITIONAL POLITICIANS (about time!) and infuses a new order and a new way of doing things in government and politics. *Being a government officer or elected official means that you are a PUBLIC SERVANT and your actions and decisions will SERVE THE PUBLIC interest.* This is something that seems to be forgotten or ignored by TRADITIONAL politicians or those who have been mentored by TRADITIONAL politicians.
