National seminar on “Pakistan’s Economy: Challenges and Way forward” was organized by Institute of Strategic Studies, Research and Analysis (ISSRA) at National Defence University (NDU).
Panel of speakers included Dr. Salman Shah, Advisor to the Chief Minister of Punjab on Economic Affairs and Planning, Dr. Farrukh Iqbal, Dean and Director IBA,
Dr. Abid Qaiyum Suleri, Executive Director, Sustainable Development Policy Institute (SDPI), Mr. Almas Haider, President Lahore Chamber of Commerce and Industry, Mr. Syed Muhammad Shabbar Zaidi, Chairman, FBR. Dr. Ashfaque Hasan Khan, Principal and Dean, School of Social Sciences & Humanities (NUST) chaired and moderated the seminar. For Roads, Shahraaon, Highways, Motorways, Avenues, Flyovers, Bridges, Transportation/Transport System Development 1) For development of Roads, shahraaon, highways, motorways, avenues, flyovers, bridges, metropolitan ways there/subways should be planning/ policies/strategies, budget allocation & facilities for zebra crossing, parking lots, junctions/junction ways, bus stands & waiting rooms, public benches & public gazebo (with harsh climatic factors protection), green lines/belts, dust/waste bins, drinking water facilities/sabeels/dispensers, traffic surveillance cameras, traffic mirroring poles & signs & symbols & signals, traffic signal lights, sign boards or caution/direction/warning boards & gadgets etc and traffic police small stations & booths. Also with proper setup of maintaining and maintenance/ repair & budget, replacements, regular schedules & tasks, specialized/technical teams and supervision & inspections for roads, shahraaon, highways, motorways, avenues, flyovers, bridges, metropolitan ways there/sub ways zebra, parking lots, crossing, junctions/junction ways bus stands & waiting rooms, public benches, green lines/belts, dust/waste bins, drinking water facilities/sabeels/dispensers, traffic surveillance cameras, traffic mirroring poles & signs & symbols & signals, traffic signal lights, sign boards or caution/direction/warning boards & gadgets etc and traffic police small stations & booths. Also provide facilities of safety kits & wares and safety/protection tools and gadgets for diff specialized/technical teams and labourers/ labour workers. Arrange appropriate planning, strategies, rules & regulations and setups and schedules & teams of maintaining of parts, spare parts, material, instruments/equipment, machineries/machine assets, gadgets/tools, safety kits & wares, safety tools & gadgets. 2) Along roads / road sides there should be appropriate pre planning, post planning & proper feasibility reports & surveys for parking lots, traffic police booths/small stations, water mgt & pipe line, gas pipe lines, phone & electricity lines, sewerage system, archaeology points/ historical places authorities with consult/consolation/opinions of concerns deptts: . 3) Roads layered by road causing big problems of leveling which leads to sanitation, sewerage & rainy waters mgt problems, there is civil engineering rule new road spread & construction/maintenance level should be same as previous level (unless extraordinary / exceptional situations/ conditions), for this purpose/cause previous road scratching and removal is hectic job, so to avoid difficult & hard work, authority/responsible factors skip these rules & steps and spread road layered by road like cake layers without considering footpath & zebra crossing, & road green lines/green belts(plants /trees), chocks/blocks & streets, waste/ garbage bin marks, places, without considering climate, demographic & geographic factors, sewerage factors, without concerning/consulting muhallas/streets/ communities/residents & residential blocks and without considering. Before road constructions/ transportation maintenance consults phone mgt & authorities, electricity mgt & authorities /WAPDA, post office, railways mgt & authorities, water mgt & authorities, gas mgt & authorities, traffic, health mgt & authorities (hospitals, emergency entries), education mgt & authorities ( for school/ colleges, uni main-gates/back gates) related mehkma/deptt:, municipal committee, & community heads, Tajir unions, environmentalists & other relevant experts etc, for this purpose to achieve targets & goals arrange joint meetings/ conference for identifying/pointing out issues & problems and facilities, for opinions/consolation/ consult & suggestion there should be sessions diff surveys conducts. 4) whenever make projects planning of roads /motorways/ highways/ avenue etc mark & develop places/spaces along road sides or near road side area for govt. small market platform for selling carts, khokhas, stalls, small/medium shops, at least every place for 10 to 24 or 30 stalls/selling carts and 6 or 10 small shops. Especially for Selling-Carts and small stalls plan, mark & develop places for govt. market platforms (with verandas-shades structure & barn like structures in hilly areas for diff climatic safety factors/circumstances) along road sides to uplift blue-collared/ lower-middle & lower class. These small market platforms also provide facilities information distance & roots and other travelling info in form of boards, brochures and maps etc. 5) Roads layered by roads without considering any levels i.e. road level with houses, streets & alleys, mohallas/communities. Houses, streets in heavy rains or in rainy days switch to/transform into water canals & lakes and life of residents become hell because of road level not concurrent with level of streets, houses & residential blocks, shops and buildings (i.e. level of streets, houses & residential blocks, shops and buildings is below the road level) . These issues/problems are of great importance need attention/notice of govt. and non political govt. officials. 6) There should be appropriate planning, policies, strategies, rules and regulation and budget allocation, regular schedules and specialized & technical teams and regular supervisions & inspections for proper regular maintenance/repair , restores, refurbish. Also make planning, policies, strategies rules & regulations and schedules & specialized teams and regular supervisions & inspections for cleaning & hygiene tasks and arrangements. Also provide specialized & technical teams, labour workers/labourer safety kits & wares and safety/protection tools & gadgets according to working conditions, climatic, demographic, geographic factors and cultural & societal norms for maintenance/repair work and hygiene/cleaning tasks. Also provide technical teams & specialized teams and labourer/labour workers proper facilities of working tools & gadgets, instruments & equipment, kits & products, for maintenance tasks/jobs and hygiene/cleaning tasks . 7) Road side mark/ plans & develop public washrooms & toilets, benches, public sabeels with paper glasses or public water drinking system (with paper glasses & paper waste mgt), govt. inns or govt. hostels & public cafes. 8) Develop plans for underground road crossing tunnels projects (for traffic safety) like China models. 9) Mark, develop/ plans for road side walk-pavements or pedestrians paths projects. For socio-economic development : For Municipal Committee/ Municipality institutions/ Buldiyati Idaaray Development 1] There should be municipal committee & municipality institutions reforms, from foreign models/modules of municipality projects and services diff experts and analysts can improve municipality structure according to our need, cultural, social, climatic, demographic and geographic factors. 2] Reframe, reorganize, improve, redesign, restructure, expand & develop Municipal committee structure and its projects. There should be waste management cell active also modify and develop. 3] There should be Municipal committee related various/diff recycling units and install them. 4] Introduce, develop & promote environmental engineering. There should be proper planning, policies & strategies environmental projects, awareness and rules. 5] Municipal committee can generate revenue through recycling units & recycling plants. 6] For Waste mgt install waste/garbage bins according to diff types (Glass, Plastic, Bio edible, Paper, Cloth, Wood, Metal, Liquid etc.) i.e. divide in diff sections for recycling & ease waste management process. Only take help from municipal committee not foreign companies be self made. To improve & implement waste mgt & recycling systems & repairing mgt (to reduce waste) get help/follow/consult Japanese models/modules but according to our need, climatic, demographic, geographic, environmental, cultural & societal factors. 7] Municipality/ municipality committee should provide facilities of safety/protection costumes & wares, safety gadgets, safety kits and safety tools & instruments and cleaning tools & instruments/gadgets to employees and cleaning staff/workers and cleaning teams. 8] Provide employees advance modernize tools instruments/tools/gadgets and machineries/machines/equipment and devices. 9] Municipality should make planning, policies, strategies, rules & regulations for waste mgt & to reduce waste. areas near. Municipality should stop use of plastic bags, plastic goods/products/things plastic and promote environmental friendly goods, environmental friendly handicrafts (bamboo/ palm or dates tree leaves& weeds /khajoor k paton k weaved bags & weaved baskets/goods etc, mud/ glass /wooden/ metal goods / products & utensil, cloth, paper bags and goods). Particularly areas of /areas nearby Nadi naalay, canals, springs, Lakes, creeks, waterfalls & rivers side areas, coastal areas there municipality should stop or minimize/reduce/lessen usage of plastic bags, plastic goods/products/things plastic and promote environmental friendly goods, environmental friendly handicrafts (bamboo/ palm/dates tree leaves& weeds /khajoor k paton k weaved bags & weaved baskets/goods etc, mud/ glass /wooden/ metal goods / products & utensil, cloth, paper bags and goods). 10] Conduct different surveys for diff reforms and diff awareness, also launch diff awareness campaigns. 11] Plan, make policies & strategies for maintenance & its budget allocation. Maintain proper regular schedules & tasks for maintenance, repair, restore, refurbish and cleaning. Also arrange and launch plan/ policies / strategies/ schedules of supervision & inspections. Arrange & manage proper strategies and schedule cleaning & hygiene and cleaning teams & their tasks. 12] Revise, change, upgrade, restructure and modify policies, strategies, processes of job creation, recruitment, job specification, placement, promotion, selection and pension and payroll procedures. 13] There should be separate non political/political influence free security teams with various/diff tasks and proper security set up. 14] There should be child care/daycare facilities centers or babies & children block/section facilities for municipal committee employees, so they could work efficiently tension free from personal responsibilities. 15] There should be facilities of govt. canteens & cafes/ mess for employees. In canteens/cafes/mess there should be nutritionist facilities with mgt team/catering team & cleaning staff. In canteen catering services can be hired. Take care of hygiene use paper plates & boxes, paper cups & glasses & pop stick material spoons & forks & boxes (disposable & environmental friendly) & with waste mgt. 16] Listen, notice, pay attention, discuss problems/hurdles & issues of staff/employees and resolve them. Due to lack of source and outdated rules & regulation, restrictions they can’t perform well. 17] There should be municipality service of ambulance/van for dead bodies free of charge for deserving persons/families. There should be municipality service of ambulance for patients free of charge for deserving persons/families especially in hospitals. There should be fund Ambulance service for Patient for deserving persons and Ambulance service for Dead bodies for deserving persons with coordination of govt. Hilal-e-Ahmer, Red crescent or Edhi Center and other local foundations. 18] There should be facility of municipality bus/van service of hospital visit for old deserving persons, deserving kids and other deserving persons free of charge or with subsidy charge. (if possible). 19] In hilly area and snowy areas for snow removing from houses, shops, buildings, streets, trails, roads, highways & motorways, bridges etc municipality should make appropriate planning, policies and strategies, rules and regulations, schedules, arrangements and budget allocation. Arrange proper set up of specialized teams & technical teams and well trained & specialized volunteer teams and arrangements & supply of advance modern equipments, snow removal machines/machineries/equipments, instruments/devices & tools and gadgets, safety kits & wares & safety gadgets/tools/equipments etc in snowy areas and snowy days for snow removing from houses, shops, buildings & streets, trails, roads, motorways, highways and bridges etc, to continue daily routines & chores & transportation and for emergencies and to avoid accidents & mishaps etc. Diff engineers, diff designers, diff skilled persons, diff experts and diff researchers should conduct surveys in snowy areas develop snow removing techniques, safety & precautions/precautionary techniques and design & make/develop modern equipments/machines & gadgets/instruments/tools and safety kits & wares & safety gadgets/instruments/tools/ equipments to cope/ deal with snow, snow removal machineries/machines & equipments/ instruments/devices, snow removal tools/gadgets according to our cultural , societal, climatic, demographic and geographic factors. Also design & install safe guards, safety fences/hurdles & walls and other protection/safety gadgets around sewerages, lakes & ponds etc and along bridges, trails, road/highway/motorway sides of snowy & hilly areas. For snow removing strategies from houses, buildings, streets, roads, highways and motorways, avenues, flyovers bridges etc get help/consults from Japan (Hokkaido, Sapporo) municipality model for snow removing arrangements and strategies. 20] Municipality in snowy and hilly areas should arrange awareness campaigns for snowy days & snow dangers and how to deal will snow, also snowy days protection/precautionary dealing training programs. Provide facility of easy accessible aids, safety kits & wares and safety tools & gadgets, first aids & emergency aids etc. (suggestions, opinions municipality 1)

Tourism Development 1] There should be proper planning, policies, strategies, budget allocation, rules & regulation, specialized & technical teams, regular schedules & tasks allocation/distribution, regular inspections & supervisions for Tourism development, for tourism industry. 2] There should be legally registered for tourism places i.e. specific tourists destinations, specific tourists roots & spots, specific tourism legally registered hotels & restaurants (from 7*, 5* to 4*) hostels & rest houses, & residential blocks for security reason and for cultural & societal norms preservation (to avoid any mishap/awkward situation).
