Ýes, is called a statically ground wire in case of lighting strike most gas transport truck like propane has them.

Absolutely, if the electric car uses a standard household outlet for charging. Most electric vehicles have a specific charge rate and voltage. Those specifics would have to be researched to ensure the proper install for the electric car.
