What is the difference between "Payout Profit Goals" Number and the "Payout Tiers" Number on Tradeify?

In order to qualify for a payout you need to hit a "buffer" balance while trading 10 days with a 20% consistency. That is the Profit Goal per payout and it decreases after the 1st payout. The payout tiers are the max payout you can request each 10 day trading period.
