I'm pretty sure Primarina's highest base stat is not its Physical Attack.

pretty sure you're right, yup. The stats I showed at the end were the Lapras, since it uses a steel type physical attack the whole way through while using water absorb to offset the sleep and water attacks. (since liquid voice makes "sing" a water move in this fight). 👍

How’d you get Lapras? Was it the dlc?

2nd DLC ice area or trade in from another game. Mine was from Lets Go Eevee, iirc
