Why cannot the breaker be fully verified through primary current test only?

How do you inject a current into a breaker? Current is determined by the load side. Wouldn’t that be a load test? I’m confused by the high tech language.

Can primary current test be done with all three phase connected as well in addition to single phase connection at a time?

Yes it can be done but that max ampere output will be devided into each phase... You can check megger Trax 280, Omicron CPA100 or ISA T5000.
