Why does no one feel that it is also important to address the difficulties that confront implementation? No one really cares what "IOs, governments, businesses..." ought to do. What matters is what they have incentives to do? How do teachers expose students to the complexities of saving the environment mediated through real politics?

Even if studence aren't exposed by teacher they can be exposed by other students like my self I would love for people to help investigate this becasue I believe policy implementation aren't followed in cases. But what percentage and what are the political environments are most likely responsible for blocking these goals
