More or less same thing happened when Indian PM was in Canada. Some unimportant people received him at the airport. It all depends on how important is Canada and India for each other (meager trade, support of Canada for Khalistan, etc do not help). Of course Obama got a special reception because he was a massive world leader. Today Canada's GDP share in the world is smaller than that of India. However personally I want to see free trade agreement signed between India and Canada (as also with New Zealand and Australia).
